A woman posted vdeo this on Facebook an hour ago. She was the driver of a car that was pulled over for broken tail light. She claims that when the police asked her bf (passenger) for his ID he said that he had a permit to carry and had a gun on him. She said that the officer asked him to hand him his permit to carry and ID and when he reached for his wallet the cop then shot him in the arm 4 times. The cop in the video screams that he told him to not reach for it.
The video starts in the car apparently right after the man was shot and does not include the shooting.
Obviously the video doesn't show the actual shooting so who's to know what really happened. The officer may have an MVR with mic and/or body cam.
Too early to make any judgements on what really happend. Officer might have told him to reach for his wallet and then changed his mind and told him not too, man may have said he was going to reach for his wallet and the officer told him not to. Don't know what happened. Can't speculate yet.
Also, according to the news this man has passed. A tragedy either way.

A man was shot by police in Falcon Heights on Wednesday evening. In a video posted on Facebook, the man’s girlfriend says the “police shot him for no apparent reason, no reason at all.”
The girlfriend, Lavish Reynolds, started the video with the man slumped next to her, his white T-shirt soaked with blood on the left side. In the video, taken with her phone, she says they were pulled over at Larpenteur Avenue and Fry Street for a broken taillight.
