What is this red dot?

I am not familiar with alot of scopes and ive asked some people i know and they arent sure either.
Its a red dot but not battery powered. Apears to be like a fiber optic???? Any ifno would be great.

Pretty cool. Never heard of it til now. I'll have to keep an eye out for one, though I've never seen one in shows. Probably want an arm and a leg after all these years.
