I voted for the Glock because that's what I own, but really no one should be voting but the intended owner of the gun. She needs to shoot some different guns and learn what works best for her. What works for the rest of us won't mean diddly to her.
 
S&W 3913 LS.It's designed for a woman's hands and they work well.Easily carried CCW,accurate,well made,heck being a man I'd like one too! YMMV.tom.
....assuming it fits her hand, and she can shoot it well, this also would be my recommendation. They are superbly reliable and suffer from none of the out-of-the box "nonsense" that plague some compact 9mm pistols.......and the are very easy to conceal.

GLOCK 17 & 19
SIG 226(only this model, I have found the 220 & 225 to be finicky)
WALTHER P-99

I have carried all of these either on duty or off duty.

I read most of them as a result I passed your link onto my daughter to read..Told her they're "required" reading :)
 
I voted for the XD. My wife, who is just over 5 foot tall, can shoot my XD45 comfortably.. I've got a XD9SC on the way, which I picked because it fits her as well as me. My second vote would be the Glock 26, based on size.
 
I've owned and carrid a G19 & G23, they are accurate, easy to shoot, go bang everytime, simple to clean, very little to go wrong with hardly any parts.

So based on that, I said G26. But let her pick, or it will be your gun:D

CZ 75B is the best 9mm for the money in my opinion. Very accurate and reliable with high capacity.
 
CZ RAMI, polymer if she has reaaaaaally small hands (even slmmer grip than than the all metal.

Oooooh even better reason, just been told the decocker version is now out
