I find it odd that so many of you are quick to jump on this guy.
His reluctance to sell his property is entirely understandable, and it does not make him a "nanny stater" in any way. A real "nanny stater" believes that what he or she thinks is right should be forcibly applied to everyone for their own good. That is not the case here. Here, the seller feels uncomfortable about the buyer, who raises some questions about the legality of his intentions.
If you were an FFL and someone walked in wanting to buy an AR-15 and was talking about converting it to a machine gun because it would be "better for a drive-by," would you sell it to him? I would hope not.
