Very Fine steel wool 0000 and good gun oil. Do not rub too hard or you will remove the bluing. Get as much surface rust off as you can and keep a heavy coat of oil on it till you decide want you want done
If you are going to do it it yourself I would suggest using something like Gunkote you can buy from Brownells.
The key to refinishing is the prep work. If you want rust and corrosion protection I would also suggest parkerizing it first.

I would suggest that you Parkerize it first then use Gunkote it is better then Duracoat and better then Cerakote but the Parkerization will help with the rust and corrosion resistance
