Yes I tried new bases I loctited them too I even tried DNZ Hunt Master's that are a bases and ring all in one piece. And My Weatherby Vanguard S2 didn't come with a factory target I've actually never heard of the S2's coming with a target.
 
FWIW, I'm almost 70. My hunting rifles are all 1 MOA or better shooters at 100 yards with either factory or hand loads. I test every rifle I plan to use at my local range, which is 8 minutes from my house. I also belong to a rifle club that has both a 500 meter silhouette range and a 1,000 yard high power range. I've used both.

That said, I'd offer a couple of observations. Shooting prone while using my pack as a rest, I think I add no more than 1 MOA to the mix; from some other position, maybe 2-3 MOA. Now a 3 MOA combination of rifle and shooter will put all my shots in a 9" circle at 300 yards. This is, in fact, the vital area of a whitetail deer or modest size Mulie. Accordingly, I don't take hunting shots longer than 300 yards (per my namesake, Dirty Harry, "a man's got to know his limitations!").

I usually shoot rifles at a range at least 1x/week for practice and to test loads and rifles...I like to ensure that my skills are honed and my tools are "sharp". I don't worry if a rifle is a 1.5-2 MOA shooter...I stay within reasonable limits to ensure clean kills. Obsessing on the rifle and not ensuring the rifle/hunter combination "misses the point." As the old adage goes, "It ain't the arrows, Tonto!"

Well, I thought there would be a lot of people share that they had talked to a factory rep and had been told the accuracy that the company considers satisfactory. I guess there aren't that many people calling up and complaining to the company and mostly just complaining on the forums.
 
My Son has a Weatherby Vanguard in .300 Weatherby Magnum caliber.
With good handloads he has no problem shooting one inch groups at
a 100 yards.
