The two biggest components (over half) of the federal budget are Social Security/Medicare and “defense.†The dole is indispensable to the Democrats, and an imperial military is a Republican sacred cow.

Excluding the Social Security “trust fund,†the Department of Education and the EPA represent only 6.8 percent and 1.5 percent of the FY 2004 budget, respectively. Even HUD is only four percent.
