However; those checks are on a voluntary basis. The vast majority of the folks selling firearms at the shows I've attended in VA are dealers thus; background checks were always performed. As for the few private sellers, backgrounds are voluntary....no real change.
 
The "major concession" seems to be that anyone subject to a permanent protective order will not be allowed to carry or perhaps possess guns during the duration of the order (which despite the name is 2 years). Since that was already federal law I guess thats double illegal now.
 
Thank you both for the links. All 25 states and possibly more coming back is great news. And the multitude of us that have relatives in Virginia and all who travel through the state regularly as well as all VA CHP holders are happy today! :)
 
^ Hopefully. At this time Virginia does not honor permits from these states and territories:

Alabama, California, Colorado, Connecticut, District of Columbia, Georgia, Guam, Hawaii, Illinois, Iowa, Maine, Maryland, Massachusetts, Missouri, Nevada, New Hampshire, New Jersey, New York, New York City, Oregon, Puerto Rico, Rhode Island, Vermont, Virgin Islands, American Samoa, N. Mariana Islands.

It may take awhile. Many states honor every other state. Indiana honors legal permits from residents of every state and all foreign countries, TMK.
 
So basically Herring and McAuliffe did this to try and force the GA's hand. I don't exactly see this as such a win win. I would rather the GA pass the bill without giving McAuliffe anything and then override his veto. Sure overriding him wasn't likely to happen, but I am not happy Herring and McAuliffe got any consideration out of this.

Now how about overturning McAuliffe's and DGS's ban on carrying in public state buildings?
 
I think this is the bill, HB 1163

Recognition of out-of-state concealed handgun permits. Provides that a holder of a concealed handgun permit issued by any state who is at least 21 years of age is authorized to carry a concealed handgun in Virginia. The bill requires the Attorney General to enter into agreements for reciprocal recognition with other states that require an agreement to be in place before the state will recognize a Virginia concealed handgun permit as valid in the state. Current law recognizes concealed handgun permits issued by states that (i) provide a 24-hour-a-day means of verification of the validity of the permits issued in that state and (ii) have requirements and qualifications that are adequate to prevent possession of a permit by persons who would be denied a permit in Virginia.

Coalition to Stop Gun Violence

Just days ago, Virginia Governor Terry McAuliffe stood with us at a vigil for victims of gun violence at the State Capitol and bragged about his administration's aggressive new approach to confronting the National Rifle Association. Now he's preparing to cave to them in a strange backroom deal. Please help us drive home the message that gun violence prevention advocates will NOT be taken for granted by his administration. We want to be part of this process and educated as to why the Governor thinks this is necessary and well-advised (days ago the Governor was defending the reciprocity agreement). Contact Governor McAuliffe....

[Dang it, I had already gotten reliable advice on VA open carry for non-residents. Glad I did not accept the gloom and doom and applied for a VA non-resident concealed carry permit.]

That was cool reading the "Coalitions" angry response. They sure love the meaningless term, "gun violence". It's all they have left.
I'm sure the VCDL played a large part in getting these inane changes redacted.

Have they even tried to explain how denying reciprocity will do anything to stop "gun violence"? These are people who have passed background checks. The people who are going to commit violence don't exactly care about laws one way or another, and unless we set up East German style checkpoints at all of our border crossings, I am not sure how they expect denying reciprocity to do anything.

I am pretty sure this entire charade was implemented by McAuliffe and Herring as blackmail in the first place. They may not have gotten anything meaningful out of it, but you have papers like the Washington Post trumpeting their "success" and stating this is turning around McAuliffe's term. I have to wonder if McAuliffe was advised that his possible veto of this bill would have been overturned. That would be a true disaster for him.
 
They shouldn't have given him a thing. They should have just pushed a bill through dispute of him. I would have been happier losing reciprocity vs them giving into his blackmail. I'm actually am more ticked off about this then I was about him dropping reciprocity in the first place...
 
I can safely say you are in the vast minority. Believe it. They really gave him nothing of value. Nothing. RKBA Virginia won. The Governor lost with egg on his face.

Just look at the angry "Coalition" response.

The NRA is in favor of the deal (they helped broker it) and the antigunners are fervently opposed. That tells you all you need to know.
 
I hope this is the case. I moved from Virginia to North Carolina 4 yrs ago and now have a NC conceal permit after having a Virginia one for 10yrs. I had to jump through more hoops but it is what it is. I still own a home in Virginia and the oldest boy and his family live in Virginia so we are there frequently visiting the grand kids. It would have only given me the open carry option if the loss of reciprocity occurs.

They got something they didn't have and would not have gotten otherwise w/o extortion, and us "Virginians" got what we already had to begin with. Of course people who do not actually live in the state, like yourself, are please because any cosessions don't really affect them.

It has some affect, but not to the extent that it affects those that live here.

To explain, as someone who, eight years ago, had their soon to be ex wife simple go down to the magistrate's office, claim I threatened her on over the phone, and instantly had a protective order against me that kept me away form my children as well, I'm on the fence about gun owners having to turn over all their existing weapons. Ive spoken to other men who have had the same thing or simular happen to them. As someone who doesn't live in VA, this really wouldn't affect you. That's what I was getting at.

It wasn't federal law. As far as I know, a person who is subject of a protective order can not legally buy a gun from a FFL, but they were NOT required to turn over or get rid of firearms they already owned. Maybe I'm wrong?

Yes, you're wrong. Under federal law a person (18 USC 922(g)(8)):
(8) who is subject to a court order that—

(A) was issued after a hearing of which such person received actual notice, and at which such person had an opportunity to participate;

(B) restrains such person from harassing, stalking, or threatening an intimate partner of such person or child of such intimate partner or person, or engaging in other conduct that would place an intimate partner in reasonable fear of bodily injury to the partner or child; and

(C)

(i) includes a finding that such person represents a credible threat to the physical safety of such intimate partner or child; or

(ii) by its terms explicitly prohibits the use, attempted use, or threatened use of physical force against such intimate partner or child that would reasonably be expected to cause bodily injury;...​
may not lawfully possess a gun or ammunition.
 
You mean when I visit relatives in Charlestowne, once I cross the VA border, I won't have to simply pull my jacket out & over my sidearm i.e. open carry, in the car and elsewhere?
I was actually looking forward to seeing historic Charlestowne in the buff i.e. ''open carry''
