Exactly like that........but if the "renter" is a felon a crime is being committed.

Ok, but by whom? The renter? The shop? Both?

I can't imagine any place would rent guns if they were held criminally liable for a person renting a gun who lied about being a felon.

For the shop to be guilty of a crime, the shop would have to KNOWINGLY rent to a felon. That is a VERY important distinction.
