Who does not own a Mosin-Nagant. One of those east european Mausers in .243 has caught my eye.
You can get the base model S&W 2" snubby for $350 at a "S&W Factory Sale" at the local gun dealers here in FL.
I've seen Charters at $299. I think I'd get the S&W even if I had to wait.

What worries me is the requirements of the license. If he had a FL license in St. Louis was it valid? The receprocity rules are confusing at best.

Probabilities are not cumulative. If you get multiple percentages combined the formula works roughly: 45% on the first round, 45% of the remainder of 100% on the second round...
Take a look at some of the new .45s on the market. The FN, the S&W M&P and the Beretta PX-4. There is also a new compact SIG 220 on the market.

Unfortunately the average size of criminals has increased with the average size of society. The .25 ACP is sorely lacking either penetration or expansion.
Suggest you look at a Beretta Tomcat in .32 ACP, loaded with W-W silver tips.
