Could someone direct me to the thread that explains why another governmental group discontinued the ammo scheme due to lack of effectiveness? I'd like to refer to that in my FAX and phone call.

The 1968 Gun Control Act, the one that created 18 USC 922 and related things, had the ammunition registration. In 1986 I believe it was the Firearms Owners Protection Act (unintentionally ironic) that removed that provision. ATF testified it had never been used to solve a crime.
 
We have until the 11th to try and make our voices heard. Call the Governor and ask him to veto AB962 and SB585. The entire process is automated so it only takes a minute of your time. Here are some instructions on how you can program your cell phone to enter all the responses for you.

For blackberry users

  1. Create a contact and add the Governor's Sacramento Office # 9164452841
  2. Press the menu key, select Add Wait
  3. Enter a 1
  4. Press the menu key, select Add Pause
  5. Press the menu key, select Add Pause
  6. Press the menu key, select Add Pause
  7. Enter a 2
  8. Press the menu key, select Add Pause
  9. Press the menu key, select Add Pause
  10. Enter a 2
  11. Press the menu key, select Add Pause
  12. Press the menu key, select Add Pause

Your phone number should now look something like this:

On Step 10 change it from a 2 to a 3

The process for adding a wait or pause on other phones varies but if you follow the formula below it should work.

For iPhone

While in the ADD Contact mode:

Enter a pause in a number Tap +- # , then tap Pause. One or more pauses
may be required by a phone system before
dialing an extension, for example. Pauses appear
as commas when the number is saved.

I actually saw the "Insert Pause" and "Insert Wait" commands recently, but didn't really know what to do with them. You can also just type the letter "p" or "w" in the phone number field of your regular contacts program if you want to insert a pause or wait command when dialing.

For Other Phones

Most non-pda phones will let you enter a pause but I'm not sure if they have a wait option. These instructions are for regular cell phones that I found online.


Press * three times for a pause on a Nokia cell phone, a 'p' should appear
Hold * to enter a pause on a Sony cell phone
Hold * to enter a pause on a Samsung cell phone
Hold the # key to enter a pause on a LG cell phone
Press Redial|Pause on a Uniden cell phone.
some PDA phones use letters or Commas... motorola Q uses a "," and the samsung omnia uses a lower case "p"

A quick recap,Among other regulations AB 962 would:

-- Ban all mail-order and Internet sales of handgun ammunition.
-- Prohibit the retail sale, the offer for sale or the display of handgun ammunition in a manner that allows ammunition to be accessible to a purchaser without assistance of a vendor or employee.
-- Require that the delivery or transfer of ownership of handgun ammunition occur in a face-to-face transaction, with the deliverer or transferor being provided bona fide evidence of identity of the purchaser or other transferee.

That evidence of identity, which must be legibly recorded at the time of delivery, includes:
-- The right thumbprint of the purchaser or transferee.
-- The date of the sale or other transaction.
-- The purchaser's or transferee's driver's license or other identification number and the state in which it was issued.
-- The brand, type and amount of ammunition sold or otherwise transferred.
-- The purchaser's or transferee's signature.
-- The name of the salesperson who processed the sale or other transaction.
-- The purchaser's or transferee's full residential address and telephone number.
-- The purchaser's or transferee's date of birth.

One hour to go, 962 still not acted on. Going to sit up a while I guess and see.
 
Well it's one a.m. here in california.

Ab 962 was not listed in the midnight legislative release, so unless there is some delay in reporting from the gov. newsroom, which I doubt, it appears that the governor has acted by deciding not to act.

I think I'll take a book and head down to the 24 hour diner. Feels like a night for hot wings a good read, and more than a little escapism. I don't much feel like digesting what just happened, or how it was allowed to.

To the Members of the California State Assembly: I am signing Assembly Bill 962.

This measure would require vendors of handgun ammunition to keep a log of information on handgun ammunition sales, store ammunition in a safe and secure manner, and require the face to-
face transfer of ammunition sales.

Although I have previously vetoed legislation similar to this measure, local governments have demonstrated that requiring ammunition vendors to keep records on ammunition sales improves public safety. These records have allowed law enforcement to arrest and prosecute persons who have no business possessing firearms and ammunition: gang members, violent parolees, second and third strikers, and even people previously serving time in state prison for murder.

Utilized properly, this type of information is invaluable for keeping communities safe and preventing dangerous felons from committing crimes with firearms.

Moreover, this type of record keeping is no more intrusive for law abiding citizens than similar laws governing pawnshops or the sale of cold medicine. Unfortunately, even the most successful
local program is flawed; without a statewide law, felons can easily skirt the record keeping requirements of one city by visiting another. Assembly Bill 962 will fix this problem by
mandating that all ammunition vendors in the state keep records on ammunition sales.

As Governor, I have sought the appropriate balance between public safety and the right to keep and bear arms. I have signed important public safety measures to regulate the sale and transfer of .50 caliber rifles, instituted the California Firearms License Check program, and promoted the use of microstamping technology in handguns. I have also vetoed many pieces of legislation that sought to place unreasonable restrictions and burdens on firearms dealers and ammunition vendors.

Assembly Bill 962 reasonably regulates access to ammunition and improves public safety without placing undue burdens on consumers. For these reasons, I am pleased to sign this bill."
 
Time for someone to open a 'Big Box' type ammunition store just inside the Nevada border...
 
I'm already in the process of shopping for a new factory location in NV or AZ. Plans might move to a 1yr plan instead of the 5yr plan.
