I'd call the cops and hide behind cover, depending on how close I might run first and call it in second. He's a mad man shooting people randomly, discretion is out the window, I'd run to solid cover who cares if he "notices", it's not like acting cool and oblivious saved those other three people.

Thank goodness they cornered him and eliminated the threat.
