Just an FYI DC; I've been tied up with work/kids/etc haven't been able to keep up with IL for about a week. Anything new please post. :)

Illinois has been quite, unlike some other states.

New today and Rhode Island people (or anyone that knows people in RI) Pay attention to the note below ... NOT good

Minnesota SF2025 would set up reciprocity with North Dakota

Kentucky HB465 would waive training requirements for a concealed permit for any resident that has a concealed carry license from another state if that state has a reciprocity agreement with Kentucky, it would also allow that person to use the out of state license for the first 120 days they are a resident

New Jersey S1287 would change laws pertaining to issuing firearm purchase permits and carry permits (another attempt at making the state a shall issue state)

Heads up Rhode Island people or anyone that knows anyone in Rhode Island.

Four HORRIFIC bills introduced yesterday, 2 assault weapon ban bills, one high cap mag ban bill and a bill that would change the state from a shall issue state to a may issue state where you would need to show 'proof of need' to be issued a concealed carry license.

H7583 is an 'assault weapons' ban bill, including a list of specific weapons and the 'detachable mag and one other feature' nonsense

H7584 is another 'assault weapon' ban bill based on features alone AND a ban on high cap magazines

H7585 would ban all magazines that can hold more than 10 rounds

H7587 would change the state from a shall issue to a may issue state, including adding a line that says 'upon proper showing of need'

Rhode Island H7688 would make possession of any element that could be used to produce a bomb a crime

Alabama HB559 would set up a yearly tax free period for firearms and supplies

Louisiana

HB519 would allow the possession of a short barreled rifle without a federal tax stamp to anyone who has a lifetime concealed handgun permit

HB520 would exempt anyone who is over 21 years old and is not otherwise prohibited from owning a handgun to carry it without a permit

HB494 is a proposal to amend the state constitution to add 'The right of each citizen to keep and bear arms includes the right to possess a concealed handgun without the necessity of obtaining a permit or license, unless the person is prohibited from possessing a firearm under the laws of Louisiana or the laws of the United States'

HB673 would require responding law enforcement to immediately seize weapons during any claim of domestic abuse from the alleged abuser and hold them for 48 hours

HB525 would prevent any local court from bring a lawsuit against a firearm manufacturer, and would make the nineteenth circuit court exclusive jurisdiction
 
That RI one is ridiculous. It would make everyone in the state a criminal. Because simple household chemicals can be used to make a bomb.
 
New today AND we have our first new federal bill of the year.

US Senate bill SB2068 has no text yet but the subject tells the story. If passed it would require all handguns sold in the US to be equipped with personalized handgun technology

Rhode Island H7744 would impose an additional 10% tax on all firearms and ammunition

New Jersey

A2777 defines reasonable deviations as pertaining to transporting firearms

S1317 would allow certain retired law enforcement to 'possess' hollow point ammunition

Louisiana

HB707 would allow teachers and school staff that have a concealed carry license to carry on school property after completing an additional 8 hours of training

SB471 would add 'designated coroner investigators' to the list of exempted people under 'illegal carrying of firearms'

SB402 looks like the exact same bill as SB471

SB361 would allow 'qualified law enforcement' to carry concealed without a permit anywhere in the state

HB753 would add anyone convicted of 'misdemeanor domestic abuse' to the list of people prohibited to carry a firearm, it would also allow responding officers to seize weapons at the scene of a domestic abuse call if they feel there is impending danger

These people dont seem to understand that we are DONE letting our rights be stripped away by know nothings who cannot seem to grasp the simple meaning of the 2nd Amendment

Maryland HB1520 would set up a tax free week in April of each year for firearms and sporting goods under $1000

Alabama HB565 would exempt federal firearm laws for anything manufactured and kept within the state

Florida

S0492 would remove all preemption laws, allow any local government to create their own gun laws

H0305 does the exact same thing as S0492

S0438 defines defensive acts in an attempt to clarify them and exempts 'self defense' from the minimum sentence requirement
 
Tons of new bills in for Rhode Island today but two really require attention:

S2632 is called the 'Control and Safe Firearms Act' and would ban the sale, manufacture and possession of a semi-automatic 'assault weapon' and a ban on any magazine that can hold more than 10 rounds

S2622 would change law pertaining to concealed carry licensing to make the state a 'may issue' state with proof of need required

I swear they are trying to become NJ and yes this is the second set of bills like this to be proposed in two weeks.

Rest of the new RI bills today:

H7857 would create a 'firearm violence prevention fund' funded by assessing a $50 fine (on top of existing fines) for a huge list of offenses

S2597 would change laws pertaining to possession of firearms by minors

H7856 would change law pertaining to possession of a weapon on school property, changing the language from 'no person' to 'no student or any other person under 18 years old', it would also add this line to the exemptions 'any person on school grounds performing a school authorized function'

S2628 would implement regulations for hunting using non-toxic ammo along with a convoluted plan to have the state sell non-toxic ammo at a reduced rate

H7838 is the companion bill to S2628

Also a couple from Florida today:

Florida

H4003 would remove section 776.013 'home protection, use of deadly force' from current law and adds 'As used in this subsection, the term "dwelling" means a building or conveyance of any kind, including any attached porch, whether the building or conveyance is temporary or permanent, mobile or immobile, which has a roof over it, including a tent, and is designed to be occupied by people lodging therein at night.'

S0116 is the companion bill to H4003

H0299 would change law pertaining to offenses committed while impaired by alcohol, changing the language pertaining to firearms from 'under the influence' to 'impaired by'

H0329 would set up a means of restoration of civil rights for certain felons that have completed their sentence with one glaring exception, firearm rights. It actually specifically states firearm rights are not included in the bill with this this line 'However, this provision does not apply to restoration of the right to own, possess, or use firearms.'

Alabama SB444 would exempt all firearms and ammunition manufactured and kept within the state from federal law

Kentucky SB232 would require chief law enforcement officers to sign and return NFA paperwork within 15 days provided the person is not prohibited

South Carolina H4880 would amend law to limit local and state government from actions regarding firearms during a state of emergency

Rhode Island

S2724 would basically make it illegal to carry any firearm anywhere but in the home illegal, it also would add language that would make it illegal for anyone convicted of misdemeanor domestic violence from owning a gun.

S2683 is their version of Florida's 'pop tart' law

S2713 would restrict possession and transportation of a firearm through an airport security checkpoint or secured area - do they know this is already illegal?

S2720 states 'A police officer may immediately, without a warrant, seize any weapon found in the possession, custody, or control of any person the officer has reason to believe and does believe poses a substantial risk of serious harm to the person or to others.' under certain circumstances .... the wording is downright dangerous

A2869 would eliminate the 'one handgun per month' law

A2895 would create a state sponsored gun buy back program

Missouri

HB2129 is the strangest bill I have seen in a while, its title is 'Protecting the Second Amendment Act' but the text of the bill then goes on to say 'No person residing in a city not within a county shall own, possess, manufacture, transport, repair, or sell: (1) A shotgun; (2) A short-barreled or sawed-off rifle; (3) An automatic handgun; or (4) A flamethrower. It references the city of St. Louis

HR923 is an article of impeachment for the governor due to the release of a list of concealed carry permit holders to the social security administration

Kansas SB438 would rewrite preemption laws, essentially making them tougher

US SB2105 has no text yet but it looks like something you might want to keep track of as the title reads 'A bill to prohibit the Federal funding of a State firearms ownership database'

I would expect something like this out of the house, but not the senate and not with 13 sponsors

Missouri HB2159 is a double whammy bad bill. 1st it would require all firearm sales to go through a NICS check and also includes a 'lost and stolen' section

Minnesota HF3067 is a ridiculous piece of legislation that would change the laws concerning carrying in the capital area to require people written permission to do so

H7939 would set up a state panel for those seeking to regain their firearms rights after an adjudication commitment

H7940 removes the line 'or who has been adjudicated or is under treatment or confinement as an habitual drunkard' from the description of prohibited persons
 
Kansas HB2578 (15 day CLEO sign-off requirement)

This passed today on a 123 to 0 vote, no debate or comments from the floor
 
New From Connecticut today

HB05072 would take 5 million tax payer dollars to create a firearms trafficking task force

HB05295 Would make it illegal to possess a weapon on property controlled by the department of veteran affairs, what is confusing is if it applies to people that have a concealed carry license

HB05214 would allow municipalities to opt out of issuing temporary state permits for concealed carry permits and require the department of emergency services and public protection to issue them

HB05214 would add a section to a request for a restraining order for to 'indicate whether the respondent holds a permit to carry a pistol or revolver or possesses one or more firearms or ammunition'

S1697 would add 'air gun, spring gun or pistol or other weapon of a similar nature in which the propelling force is a spring, elastic band, carbon dioxide, compressed or other gas or vapor, air or compressed air, or is ignited by compressed air, and ejecting a bullet or missile smaller than three-eighths of an inch in diameter, with sufficient force to injure a person' to N.J.S.2C:39-5 regarding possession of a weapon on school grounds.

H3965 would replace the words 'a period of 90 days' with 'an indefinite period' in section 129B, chapter 140 of state law (relating to how long a permit is valid for after it has expired)

H3967 would change 129B(3) chapter 140 to change 'within 40 days' to within 90 days' in reference to issuance of a firearms owners card

H3966 would change language in section 131, chapter 140 in regards to issuance of carry permits and validity of licenses after expiration (changes 90 days to 180 days). It also would insert 'and all rights and privileges' into this section following the word 'license'

S2775 would remove the term 'drunkards' from the definition of a prohibited person

Minnesota SF2785 would require anyone who wishes to enter the capitol area carrying to get get advanced written permission

Kansas SB447 rewrites most of the states preemption laws, really tightening them up

South Carolina H4959 would strengthen preemption laws and would include knives

Minnesota SF2852 would nullify all federal firearm laws

Idaho governor signs two pro-gun bills:

S1332 Bans the enforcement of any federal firearm or magazine ban, or the registry of any firearm by the federal government

S1254 preempts colleges from creating firearm restictions while giving them immunity from civil litigation

New Jersey A2995 would provide a partial tuition credit for police officers that are enrolled in colleges and enters into an agreement to provide 'armed security services' while attending classes

Florida S0812 would change laws governing expungment of convictions, including entry of a person's record into the NICS system when the person is found incompetent to stand trial

California AB2098 would rewrite existing criminal law for sentencing guidelines, changing many of the special circumstances involving use of force
 
Wisconsin AB885 would make anyone that is convicted of 3 misdemeanors within 5 years a prohibited person

Rhode Island S2814 is another attempt to make the state a may issue state with the need to show cause

Louisiana HB1066 would create provisions for non US citizens to apply for a concealed carry permit, it would also require a NICS check on all applicants

New Jersey A3104 has no text yet but the summary states 'Allows county sheriffs to issue firearms identification cards and permits to purchase handguns; authorizes county sheriffs to accept applications for permits to carry handguns'

Minnesota SF2921 would make the state a constitutional carry state

Michigan SB0610 makes short barreled shotguns legal to own with a federal tax stamp, signed by the governor 3-26

Mississippi HB314 creates 'preemption with teeth', including fines for elected officials in municipalities where a law is deemed in violation of preemption - signed by the governor 3-27
