To be totally honest with you, cryo treating a PSL is most likely not going to be worth the time, trouble, and cost. I have no reason to believe that the rifle itself is mechanically capable of accuracy sufficient to justify a cryo treatment.

I did what Chris did, and converted a Saiga since it is my primary defense rifle. If you want a fun plinker, the WASR is fine. Otherwise, the Arsenal SGL series is excellent if you don't want to bother with converting a Saiga.
The issue with 7.62x39 AR's is the magazines; they aren't the most available or reliable, or so it seems. Honestly, I would stick to the good, ol' 5.56. It may be a different story if Magpul decides to make a 7.62x39 PMAG, but don't hold your breath on that one.
That is a pretty good price, especially with tritium sights.
As for the barrel change, you're "stuck" with 9mm if the pistol is chambered for 9mm. If you have a .40 or 357 SIG, you switch between the two (as well as get a 9mm conversion barrel).
Something I've noticed is that I don't get a really good cheek weld with the standard K-Var fixed stock. A Vltor tube, Magpul CTR, and 1/4" riser work almost perfectly for me.
Another thing to keep in mind is that the AK's irons just aren't that of, say, a 20" AR-15.
Honestly, I think you're overthinking it. Forget about a few milimeters this way or that, and 15 rounds vs. 8. I promise you that one of the two will fit your hand better than the other. That is the one to have, as you will likely shoot it better.
